Towards a Policy Framework for the European Open Science Cloud: the EOSC pilot perspective

The workshop provides a hands on approach in relation both to the understanding of the EU open science policies and their application by related stakeholders. It  will seek to explore, propose and test different aspects of policy documents created by and for different types of stakeholders (e.g. RPOs, funders, policy makers etc) in the context of EOSC. Drawing on the work by the EOSC policy work, the workshop invites participants to bring their own policies or work on model policies to develop a simple but comprehensive policy document tailored to their needs and conforming to the EU policy and legal framework.
It is useful to the broader Open Science community as it brings together services, stakeholders and policies and allows for a better understanding of the interaction between different constituencies.

Workshop abstract

The European Open Science Cloud (EOSC) initiative aims to accelerate and support Open Science and Open Innovation in the Digital Single Market. The vision is to enable trusted access to services, systems and the re-use of shared scientific data across disciplinary, social and geographical borders through a globally interoperable infrastructure and lightweight international governance. Funders and research organizations (universities, research centers, and by extension other intermediary actors in the space, like research libraries) not only need to be aware of the development of the EOSC policy framework, but also need to play an active role in its development as major stakeholders in the Open Science landscape.

This interactive workshop will showcase the initial steps towards an emerging EOSC policy framework, and seeks at validating the current work and future direction in the EOSCpilot project. It will engage stakeholders from funding agencies, research organizations and research libraries in a constructive discussion around opportunity and challenges for its current and future development and the aligned implementation at national and local level.

Agenda

The workshop will seek to explore, propose and test different aspects of policy documents created by and for different types of stakeholders (e.g. RPOs, funders, policy makers etc) in the context of EOSC. Drawing on the work by the EOSC policy work, the workshop invites participants to bring their own policies or work on model policies to develop a simple but comprehensive policy document tailored to their needs and conforming to the EU policy and legal framework. Through active moderation, participants will be invited to question their policy needs and position themselves in the ecology of the EOSC. They will then seek to address four policy areas and explore the relevant instruments and procedures necessary for them to achieve their strategic goals. This process will be mapped and analysed to then provide concrete feedback for each of the participant.

By the end of the workshop each participant should have the following outcomes:

  • A clear understanding of the type of organisation it is and its positioning within EOSC ecology
  • An appreciation of the service it will use and provide within EOSC
  • An overview of the available EU policies in the areas of Open Science, IPR and personal data, ethics and procurement
  • The ability to choose the appropriate policies and form the basics of rules of engagement with long term service providers and consumers
  • A first draft of key policy documents it should have in order to achieve its strategic objectives and fulfil its role in the EOSC ecology
