On 11 June 2018, the High Level Expert Group on the European Open Science Cloud and the FAIR Data Expert Group organise together with the European Commission the second meeting of stakeholders - the EOSC Summit 2018. It follows the very successful EOSC Summit in 2017.  

The aim of the event will be to take stock on progress and achievements towards the EOSC, a year on since the first Summit. It will allow participants to share information on relevant activities and commitments and to reflect on the steps ahead to ensure an effective implementation of the EOSC.

It will also serve as an opportunity to launch a stakeholder consultation on the draft ‘Rules of Participation of EOSC' and on the draft 'FAIR Data Action Plan', two key inputs for the future EOSC governance.

The event is primarily targeting the members of the 'coalition of doers' that emerged from the successful first EOSC Summit held in June 2017 and the wide support to the ensuing EOSC Declaration.

The event is by invitation only, due to the nature of the event and to the limited capacity of the venue.

The event follows the very successful EOSC Summit, organised by the Commission exactly one year ago - in June 2017. The EOSC initiative, as it was foreseen by the Communication on the 'European Cloud Initiative', was strongly supported and the participants stressed the need to act immediately to keep the momentum achieved by a 'coalition of doers'. It emerged clearly that the EOSC must be inclusive: all science stakeholders should get equally good conditions for data-driven science, regardless of their discipline and country.

The Summit resulted in the EOSC Declaration,  which is composed of 33 high level statements that capture stakeholders' shared understanding of the action needed on the Data culture and FAIR data, Research data services and architecture, Governance and funding, to make the EOSC a reality by 2020. About 70 scientific stakeholders signed the EOSC Declaration following the Summit.

The Communication was further developed into Staff Working Document (SWD) by the Commission to provide a comprehensive overview on the implementation of the EOSC and to present a possible implementation roadmap. The SWD serves as a basis for further consultation with Member States (in the Council Working Party on Research) and with the European Parliament, in view of an agreement (Council Conclusions) in 2018.The Council Conclusions will be discussed during the Competitiveness Council meeting scheduled for 28-29 May 2018.
